That was the scenario Volition's David Bianchi faced when coming to work on Saint's Row: The Third.

At GDC 2014, he delivered a great talk about how he effectively wound up single-handedly designing and implementing the game's vehicle system.

It was an informative talk, even if you don't care about the Saint's Row games, because Bianchi deconstructed how he got through a lot of especially difficult system design work and turned it around into a large and worthy part of a successful AAA release.
