Newsbrief: Months after SimCity developer Maxis said that it was considering user-generated content tools for the city-building game, the company has now laid out the ground rules for the game's modding functionality. Maxis says that mods can now be freely discussed and promoted, as long as they follow a set of rules set out on the official SimCity website. Notably, the company says that users cannot sell SimCity mods, but that parent company Electronic Arts may use and distribute your modding work as it sees fit, "without obligation to pay you anything, obtain your approval, or give you credit." More information can be found in the blog post.
